Vintage handheld ice Chopper

Description

This I'm assuming is a vintage handheld weighted ice Chopper at first I was thinking possibly a meat tenderizer but with a little further research I'm leaning towards and Ice Chopper it is marked but very hard to read I'm thinking it says Manning Iowa there is other writing but I can't make it out because of wear... I make note claim to what this actually is but it is a very cool vintage tool and I think either way, a meat tenderizer or ice Chopper is a good guess... the tool you see in the pictures is what you're getting !!!
